No sanctions, but US wants Delhi to break from Russia

US Secretary of State Antony J. Blinken
US Secretary of State Antony J. Blinken has suggested encouraging India to voluntarily disengage from Russia instead of slapping sanctions on New Delhi for buying oil and weapons from Moscow.

“Where we can, it is far preferable to get countries to voluntarily not engage in these practices, and that’s where our diplomacy is focused,” Mr Blinken said at one of his several congressional hearings in Washington this week.

Democratic senators urged Secretary Blinken at these hearings to put more pressure on India for continuing to do business with Russia despite its invasion of Ukraine.

“They go buy oil from Russia. They buy the S-400 [anti-missile system]. They abstain at the United Nations [on votes criticising Russia],” said Senator Bob Menendez, who heads the Senate Committee on Foreign Relations.

“But they are a member of the Quad,” he said, referring to a US-led alliance of like-minded nations for containing China’s influence in the Indian-Pacific region. “So, at some point messages that we send globally here are inconsistent. When we say we’re ‘troubled’ and ‘disappointed,’ that doesn’t cut it.”

Secretary Blinken, who was defending the State Department’s fiscal 2023 budget request, acknowledged this ‘uncomfortable reality’ but also urged lawmakers to see the broader picture.

“We’re at a very important strategic moment as various countries … are possibly reconsidering some of their other relationships, including with Russia,” he said in his first of four appearances in Congress this week. “As a strategic proposition, I think it’s very much in our interests to encourage that and work with that and see what we can do to … take advantage of other strategic opportunities that may present themselves as a result of Russia’s aggression.”

In another hearing at a Senate Appropriations Subcommittee, Secretary Blinken told the lawmakers that India’s relationship with Russia goes back decades.

“Russia, for India, was out of necessity a partner of choice when we were not in a position to be a partner,” he said in response to a question from Senator William Hagerty.

“Now, we are investing in that effort. I think there is a growing strategic convergence between the United States and India,” Mr Blinken said. “And of course, China is a big part of that,” as Beijing’s growing influence in the region brings India closer to the United States.

Mr Blinken said US President Joe Biden had spent “a lot of time directly engaging with Prime Minister Modi and India’s leadership”.

At the Foreign Relations Committee, Senator Menendez criticised the State Department for not forcefully calling out India’s decision to increase oil purchases from Moscow just as other US allies are curtail their own energy imports from Russia.

Senators said they could suggest sanctioning India if it didn’t stop buying Russian defence equipment, on which India has long relied.

The US media, while reporting their remarks, noted that before the Russian invasion of Ukraine, US lawmakers were more open to giving India a waiver for purchasing a Russian anti-missile system.

The US media reported that since the Russian invasion, India has imported more than double the amount of crude oil from Russia that it did in all of 2021.

“Why aren’t we applying secondary sanctions against countries … that are increasing their imports from Russian commodities?” asked Senator Chris Van Hollen, a Maryland Democrat. “There are countries that are taking advantage of discounted Russian oil prices … which only helps (President) Putin.”

Secretary Blinken said Washington has “engaged with some countries” that are taking advantage of Russia’s discounted commodity exports.” But applying individual sanctions was inadvisable, he added.

Saudi Arabia pledges $8b package to Pakistan: report

Saudi Arabia pledges $8b package to Pakistan
Saudi Arabia has agreed to provide Islamabad a "sizeable package" of around $8 billion to help revive the country’s ailing economy amid the maiden trip of Prime Minister Shehbaz Sharif.

The package includes doubling of the oil financing facility, additional money either through deposits or Sukuks and rolling over of the existing $4.2 billion facilities.

"However, technical details are being worked out and will take a couple of weeks to get all documents ready and signed. Prime Minister Shehbaz Sharif and his official entourage have left Saudi Arabia but Minister for Finance Miftah Ismail is still staying there to finalise the modalities of the increased financial package.

Sharing the salient features of the financial package, the official said that Pakistan had proposed doubling of the oil facility from $1.2 billion to $2.4 billion and Kingdom of Saudi Arabia agreed to it. It was also agreed that the existing deposits of $3 billion would be rolled over for an extended period up to June 2023.

"Pakistan and KSA discussed an additional package of over $2 billion either through deposits or Sukuk and it is likely that even more money will be provided to Islamabad," said official sources, adding that the size of the total package would be determined when additional money was finalised.

Saudi Arabia had provided $3 billion deposits to the State Bank of Pakistan in December 2021 while the Saudi oil facility was operationalised from March 2022 whereby Pakistan was provided $100 million to procure oil. Saudi Arabia had provided a $7.5 billion package during the last tenure of the PMLN government (2013-18). Under the PTI-led regime, Saudi Arabia had provided a package of $4.2 billion, including $3 billion deposits and $1.2 billion oil facility for one year and linked it with the IMF programme.

Now Saudi Arabia has provided an enhanced financial package to Pakistan when its economy is in dire straits and the country is facing a balance of payment crisis. The country’s foreign exchange reserves held by the State Bank of Pakistan depleted by $6 billion in the last six to seven weeks and nosedived to $10.5 billion at the moment. With the rising current account deficit at $13.2 billion in the first nine months and pressing external loan repayment requirements, Pakistan requires financial injections of $9 to $12 billion till June 2022 to avert further depletion of foreign currency reserves. Pakistan will have to repay external debt servicing of $3 billion in the last quarter (April-June) of the current fiscal year.

The revival of the IMF programme is considered as imperative because the gross external financing requirement is estimated to the tune of $35 billion during the next fiscal year 2022-23 and without the backing of the programme, the huge financing gap cannot be bridged. However, independent economists, like Dr Ashfaque Hasan Khan, suggest a ban on the import of luxury cars and other unessential items for saving dollars.

Later in a tweet, Miftah Ismail said, "Just said goodbye to Prime Minister Shehbaz Sharif and other colleagues at Jeddah Airport, who are on their way to Islamabad after a brief stopover in Abu Dhabi to meet Crown Prince Muhammad Bin Zayed. I remain in SA to meet Saudi officials and start technical-level talks."

'High precision' strike kills journalist, hits Kyiv homes

Kyiv
Mykhailo Vovchynskyi had only just moved into his Kyiv apartment when the building was hit in what Russia called a "high precision" missile attack targeting a factory across the street -- a claim he found loaded with menace.

Not only did the powerful blast on Thursday evening heavily damage the structure, injuring at least 10 people, it killed a female journalist in her home as UN chief Antonio Guterres was visiting the Ukrainian capital.

"If this was indeed a high precision attack, that is pretty cynical. It s inhuman behaviour," 22-year-old Vovchynskyi said Friday after he and his girlfriend hauled out bags of belongings they had brought in some two weeks earlier.

As he spoke, heavy equipment was piling up rubble and crews were shovelling shattered glass and inspecting the building, which had nearly three storeys of its facade shorn off.

The powerful blast left mounds of shattered concrete and on Friday morning, rescuers said they had found a corpse, which was carried out in a black body bag on a stretcher and loaded into a green morgue van.

The victim was Vera Gyrych, a journalist and producer at US-funded Radio Free Europe/Radio Liberty who was killed in her home, prompting the broadcaster to express its anger over "the senseless nature" of her death.

"We have lost a dear colleague who will be remembered for her professionalism and dedication to our mission," its president Jamie Fly said in a statement.

Russia has faced harsh criticism for its explosive strikes that have struck civilian areas, but also over accusations its soldiers on the ground have killed or harmed civilians.

Moscow insists it is doing all it can to protect non-combatants.

Russia strikes Kyiv during UN chief's visit, Biden asks for $33bn for Ukraine

Russia
Russian forces bombarded Ukraine s capital late Thursday during a visit by UN Secretary-General Antonio Guterres, who decried the "absurdity" of war in the 21st century, as US President Joe Biden asked for $33 billion more to support Kyiv.

At least three people were wounded in the strikes in the western part of the city, which were the first in the capital in nearly two weeks, and came after Guterres toured Bucha and other suburbs where Moscow is alleged to have committed war crimes.

Ukrainian prosecutors said they were investigating 10 Russian soldiers for suspected atrocities in Bucha, where dozens of bodies in civilian clothes were found after Moscow s retreat, and had identified more than 8,000 alleged war crimes cases.

Those cases involve "killing civilians, bombing of civilian infrastructure, torture" and "sexual crimes" reported during Russia s occupation of various parts of Ukraine, prosecutor general Iryna Venediktova told a German TV channel.

In Washington, Biden urged US lawmakers to approve his huge aid package, as well as proposed new laws to allow using luxury assets stripped from Russian oligarchs to compensate Ukraine for damage inflicted since Moscow invaded on February 24.

"The cost of this fight is not cheap. But caving to aggression is going to be more costly if we allow it to happen," Biden said.

Shab-e-Qadr observed with religious fervor

Shab-e-Qadr
Muslims across Pakistan and elsewhere in the world observed Shab-e-Qadr or Lailat-ul-Qadr with the religious reverence on night between Thursday and Friday.

The night is considered to be equal to praying for 1000 months. This is one of the holiest and most blessed nights, which is likely to occur on one of the odd nights in the last 10 days of Ramazan and most likely to be the 27th of the holy month.

The night has special significance for the Muslims as angels come down on the earth as per order of Allah Almighty and stay there till dawn of the day. Muslims traditionally observe the occasion through nightlong special prayers, Quran Khwani, religious discussions at mosques and in their houses on this holy night.

The faithful offered prayers at their homes to seek Allah’s Forgiveness throughout the night till Sehri. People distributed sweats among the neighbours and poor.

The faithful arranged Milad, Zikr, Quran Khwani and religious discussions in mosques and their houses in line with the traditional practices.

Devotees offered night long prayers and recited holy Quran in mosques and homes across Pakistan. The believers sought forgiveness of Allah and His mercy and offered collective prayers to seek Allah’s Forgiveness throughout the night till ‘Sehri’.

The religious scholars also threw light on importance of the night and highlighted the teachings of Islam and life of the Holy Prophet (PBUH) so that the followers could lead their lives according to Holy Quran and Sunnah.

China firms up Covid-19 screening to avoid Shanghai like situation

COVID-19 screening in China
Beijing closed some public spaces and stepped up checks at others on Thursday, as most of the Chinese capital's 22 million residents turned up for more mass COVID-19 testing aimed at averting a Shanghai-like lockdown.

Most people in the commercial hub were one month into stressful home isolation, struggling to meet basic needs. But there was hope on the horizon as the number of new cases declined further and officials said their focus was shifting towards boosting vaccinations among the elderly.

Fears were growing, however, that China would be trapped in a whack-a-mole game in coming months, lifting lockdowns in some places, while imposing others elsewhere, causing severe economic damage and exasperating its population.

As Beijing rolled out three rounds of mass testing this week across most of the city, it locked down a number of residential compounds, offices and a university. Some schools, entertainment venues and tourist sites were also shut.

Andrew Ward, 36, a Canadian living in one of Beijing's narrow lanes of courtyard houses known as hutongs, was sent to quarantine in a hotel on Thursday even though his test results were negative.

On Wednesday, people in hazmat suits tested Ward at home after he was identified as a close contact of a COVID-19 case.

"I'm a little bit annoyed, because I spent all that money and time stockpiling food for being locked down at home," said Ward, who works at an international school.

Universal Studios in Beijing said it would require visitors from Friday to show negative test results before they could enter the theme park.

Beijing on Thursday reported 50 new infections for April 27, including some detected among the nearly 20 million samples acquired in the first round of mass testing. That was up from 34 a day earlier.

Since April 22, Beijing has found over 160 cases, more than half in Chaoyang, its most populous district known for its night life, malls and embassies.

China's zero COVID-19 tolerance policy has provoked rare public anger in an important year for President Xi Jinping, over measures that seem surreal to much of the outside world that has chosen to live with the virus, even as infections spread.

Xi is expected to seek a third leadership term this fall and authorities would like to avoid a repeat in the capital of the scenes in Shanghai, where some residents leaned out their windows to beat pots and pans in anger as people in protective suits installed fences around their homes.

China's yuan slipped to 18-month lows against the US dollar on Thursday as COVID-19 outbreaks threatened this year's economic growth target of about 5.5%.

Stock markets (.CSI300), (.SSEC) were off two-year lows, however, in anticipation of more stimulus after Premier Li Keqiang vowed to stabilise employment and revive disrupted supply chains.

Nomura analysts estimate 46 cities are currently in full or partial lockdowns, affecting 343 million people.

Societe Generale estimates that provinces experiencing significant mobility restrictions account for 80% of gross domestic product.

Millions of white- and blue-collar workers whose livelihoods depend on unimpeded mobility between cities have faced severe travel restrictions in recent weeks and the movement of goods has suffered as well.

But the impact goes beyond China, whose economy is crucial for global supply chains.

Industrial conglomerates GE (GE.N) and 3M (MMM.N), and chipmakers Texas Instruments (TXN.O) and SK Hynix (000660.KS) have warned that China's COVID-19 curbs are hurting their revenue. read more

A lockdown in Beijing, which has little manufacturing and many workers can do their jobs from home, would not be as economically damaging. Nevertheless, the capital was in a race against time to avoid Shanghai's mishaps.

New infections in Shanghai were under 100 a day at the start of March before surging to thousands by the end of the month in China's biggest ever outbreak, prompting a citywide lockdown and upending the lives of its 25 million residents.

Most remain confined to their homes, but the city is now readying post-lockdown measures.

"On the condition that epidemic risks are controlled, and with the elderly as the focal point, we are actively promoting COVID-19 vaccinations," said Zhao Dandan, the deputy director of the municipal health commission.

He said districts were now arranging community vaccination vehicles and setting up temporary vaccination stations in care homes. Chinese medical experts have justified heavy-handed COVID-19 policies by flagging fatality risks for thousands of elderly.

The 47 people reported to have died from COVID-19 in Shanghai on April 27 had an average age of 84.7 years, officials said on Thursday.

Turkey is still discussing missile delivary system with Russia

Russain missile delivary system
NATO member Turkey said it was still talking to Russia about procuring a second batch of one of its most advanced missile defence systems despite the war in Ukraine.

The comments on state television late Tuesday by the head of Turkey s military procurement agency underscore Ankara s efforts to maintain good relations with Moscow during the conflict.

The agency and its chief, Ismail Demir, were sanctioned by Washington in the closing weeks of US president Donald Trump s administration for its purchase of Russia s S-400 missile defence system in 2017.

Turkey took delivery of the first batch of the surface-to-air missiles in 2019.

But Demir told state television that the 2017 contract always envisioned Turkey receiving two batteries of the Russian weapon.

"This was always a single project. We are not talking about creating a second project," said Demir. "We are continuing to implement the same decision we made from the beginning."

Turkey s leading role in trying to mediate an end to the conflict through direct negotiations have helped to improve its relations with Washington in the past few months.

US President Joe Biden's administration said earlier this month that it now believed that supplying Turkey with F-16 fighters jets -- an idea proposed by Erdogan last year -- would serve Washington s strategic interests.

Turkey is looking to modernise its airforce after being kicked out of the F-35 fighter jet programme because of its purchase of the Russian missiles.

Demir said Turkey did not take immediate delivery of the second batch of the Russian S-400 because of contractual disputes.

"We could have taken delivery of the second batch right away, but one of the important parameters of the project involved certain technological cooperation and joint production parameters," he said.

"Since negotiations of these issues took some time, the (delivery) of the system spread over time."

When the time came to play the last ball Imran Khan ran away from the ground : Maryam Nawaz

Maryam Nawaz Sharif taunts Imran Khan
Continuing her attack against Imran Khan, PML-N Vice President Maryam Nawaz said that the courts of the country had to be opened at 12am in the night because the former prime minister had launched a “suicide attack” on the Constitution.

Addressing party workers in Lahore, Maryam told the PTI chairman that her father, PML-N supremo, Nawaz Sharif would end his politics.

“His (Imran Khan) name should be [changed to] king of liars as he has never spoken the truth,” said Maryam. She added that the former prime minister was "crying" ever since he lost power.

“When the time came to play the last ball he ran away from the ground. When the time came for the last over he did not leave the pavilion,” Maryam told her party workers.

The PML-N leader said that the former prime minister with an “innocent face” questions why the courts were opened at 12 in the night.

“The courts were opened at 12 because you launched a suicide attack on the Constitution,” said the PML-N leader. She also added that the PTI chairman felt that if he “would trample the court orders”, the court would “keep looking” at its face.

She alleged that the PTI lawmakers acted like “thugs” in the National and Punjab Assembly.

“Do they act like this with their parents as well?” asked Maryam. She claimed that President Arif Alvi, Governor Punjab Omar Sarfaraz Cheemz, former speaker Asad Qaiser and ex-deputy speaker Qasim Suri were acting like the PTI chairman’s “employees”.

“Your employees committed treason against the Constitution,” claimed the PML-N leader. She added that her cousin Hamza Shehbaz would take oath as the chief minister of Punjab.

“When you failed you came up with a fake letter,” Maryam said while berating Imran Khan. She added that Imran Khan got a “befitting reply” form the state and the National Security Committee on the letter.

“If institutions are standing with the Constitution then it is a good thing. Why is Imran Khan crying?” asked Maryam. She claimed that the PTI chairman was “crying” because he has a habit of passing exams by cheating.

Earlier Punjab Chief Minister-elect Hamza Shehbaz accused the PTI chairman of making false promises and assured the PML-N workers that Imran Khan would not be allowed to hide behind “fake tears”.

“Maryam Nawaz, Hanif Abbasi, Rana Iqbal and I were sent to prison. They could not prove an ounce of corruption in four years,” said Hamza. He added that the PTI chairman will not be given an opportunity to run away.

Lahore High Court directs governer Punjab to administer the oath to CM-elect Hamza Shahbaz

Lahore High Court
Lahore High Court (LHC) Chief Justice Muhammad Ameer Bhatti directed Punjab Governor Omar Sarfaraz Cheema to administer the oath to CM-elect Hamza Shahbaz himself or appoint a representative for the constitutional duty by tomorrow.

The directive comes as the LHC announced the verdict on chief minister-elect Hamza Shehbaz's petition seeking a direction to the Senate chairman to administer the oath to him.

Hamza was elected as Punjab's chief minister on April 16. However, he hasn't sworn in yet as his oath-taking was deferred twice despite the LHC's directives for not delaying the matter any further.

The LHC reserved the verdict on Hamza's plea on Tuesday, which is the second time PML-N has reached out to the high court for the resolution of the matter.

During the hearing, Punjab Advocate-General Ahmad Owais maintained that the Punjab Governor Omer Sarfaraz Cheema had sent a six-page letter to President Arif Alvi and expressed serious concern over the election of the chief minister, besides seeking his advice. He stated that the president had sent the recommendations of the governor to the prime minister.

The AGP also raised objections to the maintainability of the petition, saying that the president's argument had not been heard.

The argument got LHC Chief Justice Ameer Bhatti's ire who questioned what law had given the mandate to the governor to examine the validity of the chief minister’s election.

The judge remarked that the prime minister’s advice was not required in the matter, as the election was held in compliance with a judicial order.

At this, the AGP maintained that the issue of election needed to be dealt with restraint, as the election was held amid ruckus. However, the chief justice noted that the court had shown enough restraint, questioning what action had been taken on the order to appoint another representative to administer the oath to the CM-elect.

The AGP maintained that the court order was received by President Alvi three days ago. "President would look into the matter now," he added.

The chief justice observed that there was no chief executive for the past so many days in the province while expressing dismay over the inaction by the president on the high court order.

"The president, instead of implementing the judicial order, was giving explanations.

"The court had enlightened the president that he was the head of the state but he might be naive. The court had also made him understand the matter through its order but to no avail," Justice Bhatti remarked.

Meanwhile, a federal law officer informed the court that Prime Minister Shehbaz Sharif had sent the advice to the president, asking for the court’s order to be complied with in letter and spirit.

Advocate Ashtar Ausaf on behalf of Hamza Shehbaz argued that the court orders were not being implemented. He pleaded with the court to issue directions for the implementation of its orders.

Hamza Shehbaz through the petition submitted that the LHC had expressed the hope that the president would appoint another person to administer the oath of the chief minister’s office to him while forwarding its orders to the office of the president for the purpose.

Fears of Ukraine war expanding after Moldova blasts

Ukraine Russia conflict
Concerns that the Ukraine war could escalate into a wider conflict grew on Tuesday as Kyiv accused Moscow of trying to create unrest in a Russian-backed separatist region of Moldova.

The United Nations and United States warned of rising tensions in the Transnistria region of Moldova, as UN chief Antonio Guterres met with Russian President Vladimir Putin in Moscow and pleaded for peace.

Read more: US sends artillery to Ukraine against Russian forces

Russian forces have been in Transnistria for decades after the predominantly Russian-speaking region seceded from the former Soviet republic.

Blasts this week targeting the state security ministry, a radio tower and military unit came after a Russian commander claimed Russian speakers in Moldova were being oppressed.

The claim triggered alarm that Moldova could be Russia s next target as Moscow used the same "false flag" argument after launching its bloody invasion of Ukraine on February 24.

"Russia wants to destabilise the Transnistrian region," Mykhaylo Podolyak, a Ukraine presidential aide wrote on Twitter.

"If Ukraine falls, tomorrow Russian troops will be at Chisinau s gates," he said, referring to Moldova s capital.

Guterres "is following with concern reports of new security incidents in the Transnistrian region of Moldova," a UN spokesman said.

The United States echoed similar concerns, stopping short of backing Kyiv s contention that Russia was responsible.

Fawad Chaudhry: Three to five thousand people attended Maryam's public meeting

Russia warns of WWIII after top US officials visit Kyiv

Russia Ukraine conflict
Russia on Monday warned the Ukraine conflict risked escalating into a third world war and accused Kyiv of playing at peace talks a day after visiting US officials said Ukrainian forces could beat back Moscow s invasion.

The conflict has triggered an outburst of support from Western nations that has seen weapons pour into Ukraine to help them wage war against Russian troops.

Speaking to Russian news agencies, Russian Foreign Minister Sergei Lavrov criticised Kyiv s approach to floundering peace talks, saying the risk of a World War III "is serious".

"It is real, you can t underestimate it."

While he said talks with Kyiv would continue, Lavrov accused Ukrainian President Volodymyr Zelensky of "pretending" to negotiate, adding: "You ll find a thousand contradictions."

For months, Zelensky has been asking Ukraine s western allies for heavy weapons -- including artillery and fighter jets -- vowing his forces could turn the tide of the war with more firepower.

The calls appear to be resonating now, with a host of NATO countries pledging to provide a range of heavy weapons and equipment, despite protests from Moscow.

"The first step in winning is believing that you can win," Pentagon chief Lloyd Austin told a group of journalists after he and Secretary of State Antony Blinken met Zelensky in Kyiv.

"We believe that we can win -- they can win -- if they have the right equipment, the right support."

The highly sensitive US trip by two of President Joe Biden s top cabinet members came as fighting continued across Ukraine, casting a long shadow over Easter celebrations in the largely Orthodox country.

Pakistan Tehreek-e-Insaf (PTI) on April 24 (Sunday) gave a call to its workers to stage a protest outside Election Commission offices across the country on April 26 (Tuesday) against biased attitude of the chief election commissioner (CEC).

PTI leader and former information minister Fawad Chaudhry had said that PTI political committee held a meeting on April 24, in which the matters related to Election Commission were reviewed.

The PTI leader brutally criticized the Chief Election Commissioner expressing that he has reached the extreme in terms of bias and dishonesty.

He said that under the plan, the declaration to end the membership of PTI dissident members was also not issued yet. Therefore, PTI will protest in front of Election Commission offices across the country on Tuesday, April 26 against the behavior of the Election Commissioner.

The Pakistan Muslim League-Quaid (PML-Q) leader Chaudhry Pervaiz Elahi had filed a petition against the violence that took place in the Punjab Assembly.

Earlier, Speaker of Punjab Assembly Chaudhry Pervaiz Elahi had approached the sessions court over the matter of police not filing a case on the speaker’s appeal.

The PML-Q leader had earlier filed an appeal in the Sessions Court against Pakistan Muslim League-Nawaz (PMl-N) Members of the Provincial Assembly (MPA) and 200 unidentified people.

The appeal further states that the victim filed a complaint in the concerned police station but the police did not take any action.

Russian forces are trying to take control of Azovstal plant : Ukraine's military

Azovstal iron and steel plant
Russian forces attempted to storm the Ukrainian-held Azovstal steel plant in the besieged southeastern city of Mariupol on Sunday (Apr 24), Ukrainian officials said, despite Russian President Vladimir Putin s comments last week that the complex did not need to be taken.

Ukraine s armed forces command wrote on Facebook that Russian forces were firing and performing "offensive operations" in the Azovstal area, as well as conducting air strikes on civilian infrastructure.

Serhiy Volyna, commander of Ukraine s 36th Marine brigade forces in Mariupol, said in an interview with an opposition lawmaker that was shown on YouTube on Sunday that Russia was hitting the complex with air and artillery bombardments.

"We are taking casualties, the situation is critical ... we have very many wounded men, (some) are dying, it s a difficult (situation) with guns, ammunition, food, medicines ... the situation is rapidly worsening," Volyna said, speaking from his location at the plant.

Konstantin Ivaschenko, the official who has been designated mayor of Mariupol by Russia but not recognised as such by Ukraine, denied that any fighting was taking place in the city in comments reported by Russian news outlet TASS on Sunday.

The Azovstal steel factory is the main remaining Ukrainian stronghold in Mariupol, a city that has seen sustained bombardment since the start of the Russian invasion on Feb 24.

Earlier on Sunday, Ukrainian presidential adviser Oleksiy Arestovych wrote on Facebook that "Russian troops are trying to finish off the defenders of Azovstal and more than 1,000 civilians who are hiding at the plant".

Russia has denied targeting civilians in what it calls a "special military operation" to demilitarise and "denazify" Ukraine.

Later on Sunday, Arestovych said in a video address released by the president s office that Ukraine was offering Russia a "special" round of negotiations to be held in Mariupol to discuss the fate of the civilians and Ukrainian troops still trapped in the city.

The negotiations would be intended to establish an immediate ceasefire in Mariupol, "multi-day" humanitarian corridors, and the freeing or swapping of Ukrainian fighters trapped in the Azovstal plant, Arestovych said.

Russian troops surrounded the Azovstal plant in early March and have gradually taken control of most of the city.

Last Thursday, Putin declared that Mariupol had been "liberated" and publicly told his defence minister to call off the storming of the Azovstal plant so as to save the lives of Russian soldiers. Putin said the plant should be "blocked off" instead.

Ilhan Omar to raise Kashmir issue in US Congress

Ilhan Omar meeting PM Shahbaz Sharif
After meeting victims of Indian ceasefire violations and seeing them suffer, US Congresswoman Ilhan Omar said that raising the Kashmir issue in Congress has become more necessary than before.

Talking to a reporter at a hotel about her bold stance on Kashmir and Palestine, Omar said: “Having met the Kashmiri people in Azad Jammu and Kashmir (AJK), who nurse bullet wounds due to ceasefire violations by India, was an incredible experience and this firsthand experience has put me under an obligation to stand for human rights and human dignity."

The US congresswoman said she had always taken up questions regarding Kashmir and Palestine in Congress, however, she never had the opportunity to visit the place in person. "It was incredibly awful to meet the people firsthand and ask them how they want to be in partnership with me as a lawmaker and advocate of human rights," she added.

She said after meeting the people in person and seeing them suffer, it became crucial to raise the issue in Congress on an urgent basis rather than listening to it from others.

When agreement is reached, we would look forward receive another tranche under the EFF, he said adding that the fund had also been requested, which it agreed, to extend this program for another year. However, he added these details would be sorted out when the fund mission reaches Pakistan.

He said, the IMF had also been requested to enhance the funding available to Pakistan from $6 billion to more.

He said the cut in development expenditures would not have effect on ongoing projects saying that the previous government had allocated Rs900 billion for the program which was then cut to Rs700 billion while so far only Rs450 billion were utilized.

Miftah said the incumbent government would fulfill all sovereign commitments made by the previous government. He said, the commitments were not done by Imran Khan as an individual but these were made by the government of Pakistan.

We are responsible to commitments made with IMF, the loans taken by previous government and the China Pakistan Economic Corridor (CPEC) commitment. We are not stepping back from the commitment, he resolved.

Loyalists turn on Sri Lankan PM as protest pressure grows

Loyalists turn on Sri Lankan PM as protest pressure grows
Sri Lanka’s beleaguered prime minister came under increased pressure to step down on Saturday, as a cabinet minister and other senior party members backed street protests calling for resignations over a worsening economic crisis.

Media minister Nalaka Godahewa announced his support for the thousands outside President Gotabaya Rajapaksa’s office who are demanding he and other members of his powerful family quit power.

Sri Lanka is suffering its most painful economic downturn since independence in 1948, with months of lengthy blackouts and acute shortages of food, fuel and other essentials. The crisis has sparked countrywide protests, with angry demonstrators camped outside Rajapaksa’s office for more than three weeks.

Under pressure, the president dropped two of his brothers — Chamal and Basil — and nephew Namal from the cabinet this month, but protesters rejected the changes as cosmetic.

Godahewa, previously a staunch Rajapaksa loyalist, said the president should sack his elder brother, Prime Minister Mahinda Rajapaksa — the head of the family — and allow an all-party interim government to take over.

He said the government had lost its credibility after the police killing of a protester on Tuesday. Godahewa said he had offered his resignation but President Rajapaksa had not accepted it. “We need to restore political stability to successfully meet the economic crisis,” Godahewa said in a statement on his Facebook page.

“The entire cabinet, including the prime minister, should resign and [there should be] an interim cabinet that can win the confidence of all.”

Police and the military stepped up security in the central town of Rambukkana on Saturday, ahead of the funeral of 42-year-old Chaminda Lakshan, who was shot dead when police broke up a protest against spiralling fuel prices.

Names of PM Shehbaz, Nawaz removed from no-fly list
The newly elected government has removed the names of Prime Minister Shehbaz Sharif, Punjab Chief Minister-elect Hamza Shahbaz, PML-N supremo Nawaz Sharif and his daughter Maryam Nawaz from the Exit Control List (ECL) under a new policy.

On April 22, Interior Minister Rana Sanaullah had announced the newly elected government had brought about changes in the rules for having an individual's name on the ECL, and through it, several thousands of people will have their names removed from the list.

Sources in the government say that the names of former prime minister Shahid Khaqan Abbasi and Ahsan Iqbal have also been removed from the ECL.

As per the sources, the process of removing names from the ECL under the new policy will continue for the next few days.

Earlier, the new federal cabinet, in its maiden session on Wednesday, had granted approval to remove Finance Minister Miftah Ismail’s name from the no-fly list.

Addressing a press conference, Interior Minister Rana Sanaullah on Friday had said Prime Minister Shehbaz Sharif had formed a committee to update the rules of including a person's name in the ECL.

"Therefore, with a quick pace, federal minister Sardar Ayaz Sadiq, Asad Mehmood, Naveed Qamar, and Azam Nazeer Tarrar put forth their suggestions and the cabinet has approved it," Sanaullah had said.

The interior minister had said if a person's name has been on the exit list for more than 120 days, it would be automatically removed. "...a total of 4,863 are in the list, and with this intervention, around 3,000 people's names have been removed."

He had said the government could extend the duration of the cap by 90 days if it believes there is evidence against a person.

"The government will have to present the said evidence before the ECL committee, and once they approve it, the duration will be moved forward".

Sanaullah had said the following people would not be exempted:

Individuals involved in terrorism

People considered a threat to national security
If their names have been added to ECL by any court
People involved in large-scale public cheating.

Moving on, the interior minister had said 30,000 people were placed on the black list and the Provisional National Identification List (PNIL). He added that since the number of people on the lists is huge, there will be changes to them as well in the next few weeks.

Sanaullah had said that since 60-65% of the people have been removed from the ECL, a similar move would be made in regards to the other lists as well.

Punjab CM-elect Hamza Shahbaz's oath-taking deferred once again

Hamza Shahbaz
The oath-taking of the newly elected chief minister of Punjab, PML-N's Hamza Shahbaz has been postponed for the second time despite all preparations.

Everything was done and dusted and Hamza was expected to be sworn in as Punjab CM with Senate Chairman Sadiq Sanjarani administering the oath to him in a ceremony at Governor House, Lahore on Saturday night. However, the ceremony had to be deferred once again as the Senate chairman couldn't reach Lahore.

Emergency measures had been taken for the ceremony as per the orders of Lahore High Court. Sources within the Governor House said that all the preparations for the oath-taking had been made after receiving verbal instructions from the President' Office but no written order had been received.

After the cancellation of the ceremony, the PML-N has decided to approach the court again.

Meanwhile, PML-N Deputy General Secretary Ataullah Tarar said that Punjab Governor Omar Sarfraz Cheema would be remembered in history as a violator of the Constitution.

"It has been decided to file a contempt of court petition against him," he added.

The statement came during a press conference flanked by Owais Leghari, Malik Ahmed Khan, Rana Mashood Ahmed, Khalil Tahir Sindhu and Khawaja Imran Nazir at the party's central secretariat.

Tarar said that the largest province in terms of the population had been without a chief minister and cabinet since April 1, 2022.

"If the Constitution is violated, a civilised citizen has no choice but to go to court," he said, adding the LHC in its judgment had ordered that the oath-taking could not be delayed.

"Omar Sarfraz Cheema has disrespected the post of governor. He has been admitted to the hospital. The order of the LHC had been received by the President of Pakistan at 6pm on Friday but despite the passage of the whole day, the President continued to consider it,” he maintained.

Owais Leghari said that the president was bound by the advice of the prime minister.

“Now President Alvi has written a letter to the Prime Minister's Office asking what we should do in the light of the decision of the LHC.”

He said that everything was stopped for the sake of one person.

Decision to include clause against fake news in PEMRA law

Maiyam Aurangzeb
Information Minister Maiyam Aurangzeb and the media's Joint Action Committee (JAC) on Saturday decided to enact legislation for curbing fake news.

The meeting between the newly appointed information minister and the JAC agreed to add a provision in the Pakistan Electronic Media Regulatory Authority (Pemra) law to tackle fake news, which they said had not only harmed the national interest but also had an adverse impact on national cohesion and unity.

Aurangzeb assured the JAC members that the present government, under the leadership of Prime Minister Shehbaz Sharif, would not compromise in any way on the right to freedom of expression.

"PM Shehbaz Sharif is striving to promote the constitutional and fundamental right of freedom of expression," she added.

Lashing out at the previous Imran Khan-led regime for media restrictions, she said only democratic leaders valued and believed in the right of freedom of expression. “Free and independent media provides a shield to the politicians and we will strengthen it further,” she added.

She regretted that the last four years proved to be devastating for the people, politics and journalism. "Attempts were made to deprive people of their independence by muzzling the media through the closure of television channels and programmes," Aurangzeb added.

The information minister alleged the media industry was destroyed by the previous government, which she said also created the worst economic issues for the country.

She said the incumbent government was fully cognisant of the problems faced by the journalist community and intended to reverse "the damage caused by the previous government" to the media industry and economy.

Aurangzeb accused the PTI government of hatching a conspiracy against the country by bringing the national economy to the verge of bankruptcy.

She also strongly condemned the serious allegations hurled against some journalists by the PTI under the pretext of a "foreign conspiracy".

The minister also supported the Pakistan Federal Union of Journalists’ demand and assured all-out efforts to curb the malicious campaigns against the institutions and media.

The JAC delegation congratulated Aurangzeb on assuming the charge of the information minister and appreciated her initiative to repeal the black media laws of the previous government, including the recent disbanding of the Pakistan Media Development Authority.

The JAC hoped that the present government would continue to promote democratic values and norms in the country.

Russia vows to win 'full control' of east, south Ukraine

Russia Ukraine Conflict
Russia said Friday it would fight to take control over all east and south of Ukraine but Kyiv pledged to save the country, as the UN documented dozens of civilians killed in one town.

Ukraine s government, emboldened by an influx of Western weaponry, said its beleaguered forces were still holding out inside a sprawling steelworks in the razed port city of Mariupol.

The Kremlin has claimed the "liberation" of Mariupol, which is pivotal to its war plans nearly two months after President Vladimir Putin ordered the shock invasion of Russia s Western-leaning neighbour.

"Since the start of the second phase of the special operation... one of the tasks of the Russian army is to establish full control over the Donbas and southern Ukraine," Major General Rustam Minnekaev said.

"This will provide a land corridor to Crimea," he added, referring to the peninsula Russia annexed from Ukraine in 2014.

Minnekaev s comments were the clearest articulation yet of Russia s goals in the invasion s "second phase", which was forced on the Kremlin after Ukraine s Western-backed resistance around the capital Kyiv.

"This only confirms what I have already said multiple times: Russia s invasion of Ukraine was intended only as a beginning," Ukrainian President Volodymyr Zelensky said in his regular evening address.

"We will defend ourselves as long as possible... but all the nations who, like us, believe in the victory of life over death must fight with us."

The International Monetary Fund in 2019 approved a $6 billion loan over three years for Pakistan but disbursement has been slowed down by concerns on the pace of reforms.

Finance Minister Miftah Ismail, who took office this month after a previous government lost a no-confidence vote, said he had "good discussions" with the IMF on a visit during the Washington-based lender s annual spring meetings.

"They ve talked about removing the subsidy on fuel. I agree with them," Ismail, himself a former International Monetary Fund economist, said at the Atlantic Council.

"We can t afford to do the subsidies that we re doing. So we re going to have to curtail this," he said.

He said that former prime minister Imran Khan set a "trap" for his successors through heavy subsidies on fuel.

Ismail, however, said that some targeted subsidies should remain for Pakistan s poorest amid sky-high global prices.

Pakistan s new Prime Minister Shehbaz Sharif has vowed to jumpstart a moribund economy, certain to be a major issue in elections due by late next year.

Pakistan has repeatedly sought international support and suffers from a chronically weak tax base.

Ismail said that Pakistan, the world s fifth most populous nation, needed to move to a new economic model by removing obstacles and promoting exports to the world.

LHC orders President to appoint another representative to administer oath to Punjab CM-elect

Lahore High Court
Following Punjab Governor Omar Sarfaraz Cheema's refusal to administer the oath to CM-elect Hamza Shahbaz, the Lahore High Court on Friday directed President Arif Alvi to appoint a different representative to give oath to the PML-N leader.

The directives were given by LHC Chief Justice Muhammad Ameer Bhatti in a short order after he had asked the governor to present the reasons for not giving the oath in writing by 2pm.

Chief Minister elect Hamza Shahbaz had filed a petition before the LHC against the Punjab governor for not fulfilling his constitutional duty.

Advocate General Punjab Ahmed Owais in his arguments said: "The speaker can administer the oath if the governor refuses but the PA speaker has not been made a party in the petition."

The provincial law officer argued before LHC Chief Justice Muhammad Ameer Bhatti that the governor is of the view that the election of the chief minister was not held under the Constitution. At this, the CJ asked the AG to tell where it is written that the governor himself would witness the proceedings.

In response, the advocate general said that the governor is not a rubber stamp, an extraordinary situation took place on April 16 which had never happened before, a female member was injured and she is now fighting for her life.

The CJ remarked: “Whether this incident will nullify the proceedings of the House, today is the 21st day that there is no government in the province while this election was also held on the orders of the court, this court knows how the election took place. The governor should tell if he is absent or he cannot administer the oath.”

Advocate General Ahmed Awais told the court that the governor has refused to administer the oath. At this, the chief justice asked him to give this in writing that the governor has refused to administer the oath so that the court can ask someone else to do the job.

The court said that it would issue an order if the governor does not make a decision.

“Today, 21 days have passed and there is no government in the province. The governor of Punjab is not fulfilling his constitutional obligations. If the governor does not write a letter of refusal, the court will issue an order at 2pm.”

Russian President Vladimir Putin on Thursday claimed the "liberation" of the flattened city of Mariupol after nearly two months of fighting, demanding its trapped Ukrainian defenders be sealed into their underground last stand.

The fate of the besieged port has become totemic as Russia battles to complete a land bridge covering territories already under its control, including Crimea -- which would deprive Ukraine of its industrial heartland and most of its coastline.

President Joe Biden, however, said Putin was doomed to failure, announcing $800 million (740 million euros) in extra US military aid including howitzers and tactical drones.

"Our unity at home with our allies and partners, and our unity with the Ukrainian people, is sending an unmistakable message to Putin -- he will never succeed in dominating and occupying all of Ukraine," he said.

Ukraine appealed for an immediate humanitarian corridor to allow civilians and wounded fighters to be evacuated from Mariupol s sprawling Azovstal steel plant.

"They have almost no food, water, essential medicine," Ukraine s foreign ministry said.

Three school buses filled with Mariupol evacuees including women and children arrived in the city of Zaporizhzhia after crossing through territory held by Russian forces.

Exhausted evacuee Valentina, 73, told AFP she urgently needed medication for her back as she struggled to remain standing.

"My apartment has been destroyed just like the house of my son," she said, still wearing her slippers along with a torn black coat.
